Assuming that acceptable values for each host's workload are
available, a decision has to be made to which one of the registered
hosts a job should be submitted. This decision basically depends on
three criteria:
- The system command to be invoked must be available on a host.
- A host has to be reachable and its load must not exceed a
certain limit after the job has been submitted.
- Finally the estimated performance of the selected host has
to be superior compared to the remaining hosts.
