All approaches mentioned so far are still lacking some features required for the efficient management of large-scale software projects[Jon92]. Several commercial packages can be found in [sta90, Top91] which address the CASE process as a whole and overcome many particular problems of configuration management, but the implementations are closely connected to the underlying system and are therefore not portable among different operating systems or rely on the standard tool make with all its drawbacks. Some of them are available for multiple platforms to allow development on a heterogeneous system. Since UNIX and VMS are used together as development platforms at the Institute for Microelectronics these solutions were not acceptable.
